After the extreme volatility of 2020–2022, Los Angeles construction costs have partially stabilized — but remain significantly above pre-pandemic levels. If you're planning a home addition, ADU, or major renovation in 2025, understanding current pricing dynamics will help you budget realistically and avoid costly surprises mid-project.

Lumber: Stabilized but Still Elevated

Framing lumber peaked above $1,500 per thousand board feet (MBF) in 2021 and crashed back toward pre-pandemic levels in 2023. In early 2025, Hem-Fir framing lumber trades in the $400–$550/MBF range — roughly 30–40% above the 2018–2019 average of approximately $320/MBF. For a typical 500 sq ft room addition, lumber accounts for roughly $12,000–$18,000 in material costs at current prices. Source: CBRE Construction Cost Report Q4 2024, Random Lengths Lumber Report.

Steel, Copper, and Concrete

Structural steel and rebar stabilized in the $700–$850/ton range after peaking above $1,800/ton in 2021. Copper wire remains elevated by EV infrastructure and data center demand — commercial-grade copper wire runs $4.50–$5.50/lb in 2025. A whole-house rewire in the LA area can cost $3,000–$8,000 in copper alone. Ready-mix concrete in LA runs $180–$220/cubic yard, up from $130–$150 pre-pandemic. A new slab for a 600 sq ft ADU runs $4,000–$7,000 in concrete alone. Sources: ENR Construction Cost Index Q1 2025, AGC of California (agcc.org).

Labor Costs in LA

California has among the highest construction labor costs in the country. Licensed carpenters and framers bill at $55–$80/hr. Licensed electricians (journeyman) bill at $75–$110/hr. Fully burdened cost — including payroll taxes, workers' comp, and benefits — runs $85–$130/hr per worker. Prevailing wage rates for publicly funded projects run 20–40% above private-sector rates. For a typical ADU, labor accounts for 35–45% of total project cost. Sources: Bureau of Labor Statistics (bls.gov), California DLSE prevailing wage determinations.

Permit Fees Increasing

LA-area municipalities have raised permit fees in 2024–2025. LADBS (LA City) bases the building permit fee on 1.05% of project valuation per the 2024 fee schedule, with additional plan check and inspection fees. The City of Pasadena increased building permit fees 8% in 2025 per PDD Bulletin 2024-12. LA County DRP fees increased 5–12% effective January 2025. Budget an additional 3–5% of construction cost for permit, plan check, and inspection fees in the LA area.

How to Budget Effectively

Use a contingency. Budget 10–15% above your contractor's bid, especially for remodels where hidden conditions (outdated wiring, plumbing issues) are common. Get a line-item scope. Avoid lump-sum bids without breakdowns; detailed scopes allow apples-to-apples comparisons. Lock in material prices early. Ask your contractor to purchase key materials — especially lumber and copper — as soon as plans are approved. Know your rough order-of-magnitude. In 2025, detached ADUs in LA run $275–$375/sq ft; garage conversions run $200–$280/sq ft. Higher-end finishes push these figures up substantially.
